The Custody Transport Captain (Maritime & Vehicle) provides for the care and custody of the migrant population in accordance with operational policies, procedures, and processes developed by the Project Manager.
The position provides security, general, administrative, and technical support for the assigned contract, including inventory management and reporting, while maintaining a high level of confidentiality in all operational matters.
In addition to performing duties as a Custody Officer Supervisor, the incumbent is responsible for the basic operations of assigned maritime and ground transport assets. This includes making routine runs as needed, supporting operational movements, and performing basic preventative maintenance and inspections to ensure operational readiness of vessels and vehicles.
Responsibilities
- Provide for the care, custody, and control of the migrant population in accordance with established operational policies, procedures, and processes
- Implement and maintain program-wide compliance with contract and company policies, procedures, guidance, and applicable laws and regulations
- Assist in the processing, intake, and repatriation of migrants
- Maintain safety, security, and accountability within assigned areas through continuous supervision, routine checks, movement control, and security patrols
- Provide security, general, administrative, and technical support for the assigned contract, including inventory management, reporting, and documentation
- Produce and maintain security-related documents, reports, forms, and logs as directed
- Conduct operational inspections of program activities, facilities, vehicles, and equipment
- Maintain a high level of confidentiality for daily business decisions and operational functions
- Perform duties as a custody officer supervisor while applying written and verbal orders, rules, and regulations provided in English
- Communicate clearly and compose accurate reports based on operational requirements
- Demonstrate sound judgment, alertness, professionalism, and the ability to maintain composure under stress
- Assist in on-the-job training (OJT) for newly assigned personnel
- Serve as Captain responsible for the basic operations of assigned maritime and ground transport assets
- Conduct routine and after-hours vessel operations in support of personnel and operational requirements
- Ensure safety and seaworthiness of vessels and the safety of all passengers at all times
- Safely operate motor vehicles in support of custody and transport operations
- Support operational movements involving custody transport via vessel and vehicle
- Perform preventative maintenance and routine inspections on assigned vessels, vehicles, and equipment to ensure operational readiness
- Assist with inventory, supplies, emergency equipment, and vehicle maintenance
- Identify and report deficiencies or maintenance issues, escalating as required
- Assist with the setup, maintenance, and breakdown of temporary facilities, including tents and associated equipment (lighting, generators, cots)
- Complete assigned administrative tasks as directed by leadership
- Support 24/7 operations, including overnight, weekend, and holiday shifts
- Perform other duties as assigned
Qualifications
- High School diploma or equivalent required
- Must be a United States resident
- Minimum of one (1) year of experience in public or private security, law enforcement, or a U.S. military-related field
- Preferred bilingual proficiency in Spanish or Haitian Creole
- Proficient in Microsoft Word and Excel; familiar with smartphones and general computer technology
- Ability to obtain a Guantanamo Bay Maritime License
- Preferred experience with small craft operation and/or possession of relevant licenses
- Preferred experience in small engine repair and basic mechanical maintenance
- Proficient in sea navigation and maritime communications
- Demonstrated ability to maintain 100 safety of vessel and passengers at all times
- Must be available to work a flexible schedule, including nights, weekends, holidays, and extended or irregular hours
- Ability to travel as required within the service area and between operational locations
- Ability to work outdoors in high-temperature environments (80–90°F+)
- Ability to lift up to 50 lbs
- Ability to stand for extended periods of time
